Cislé Jacobs

Executive Manager

Cislé S. Jacobs is a Namibian legal and cultural policy expert with a Master of Laws in Intellectual Property from the University of Cape Town. Currently Chairperson of the National Arts Council of Namibia, she brings over a decade of experience advising creative institutions such as the Namibian Film Commission, National Theatre of Namibia, NASCAM, and UNESCO on intellectual property. governance, and cultural legislation. Her consulting work bridges legal expertise with creative industries, supporting sustainable local content development and artist rights.


A 2024 fellowship of TheMuseumsLab (DAAD), Cislé has gained international exposure through placements in Germany and Ghana, exploring the intersection of heritage, technology, and decolonial practice. Her leadership style emphasizes collaboration, accountability, and cultural advocacy. Through her legal acumen and passion for inclusive development, she seeks to advance the Namibian arts landscape by strengthening institutional frameworks, championing artists' rights, and building equitable, forward-thinking governance in the creative and cultural sectors.
